PROBLEM TO BE SOLVED: To provide a toilet seat sheet which prevents slippery falling or displacement and is user-friendly even on a western style toilet which has a toilet seat heater or a cleaning nozzle, and its manufacturing method. SOLUTION: A sheet for a toilet seat is equipped with a sheet body 5 which has a cut-off opening 4 corresponding to a central opening 3 of a toilet seat 2 of a western style toilet 1, an undercoat layer 6 prepared in the rear face of the sheet body 5, and an adhesive section 8 which is prepared in the rear face of the sheet body 5 through the undercoat layer 6 and bonded to the toilet seat, expands from a folding state and is used on the toilet seat 2. The undercoat layer 6 is formed in pairs symmetric with respect to the first folding line 7 which is formed when the expanded sheet body 5 is first folded to two, then, the adhesive section 8 is formed only in one of a pair of undercoat layers 6, furthermore, the adhesive section 8 is attached to a position which is in the longitudinal center of the front or the rear of the sheet body 5 and does not cross the first folding line 7.
