PROBLEM TO BE SOLVED: To provide a flyable organism collector-cum-ozone generator which can protect both of an exposed part above the ground and an unexposed part above the ground of plant by a single device and which can be safely and easily handled, and to provide a plant cultivation device.

SOLUTION: The flyable organism collector-cum-ozone generator generates an electric field by dielectric polarization induced in a dielectric material by a first conductor as well as generates discharge by the first conductor and a second conductor.
