PROBLEM TO BE SOLVED: To accurately estimate a call section for calls among a plurality of call terminal devices. SOLUTION: A voice signal of a caller-side channel and a voice signal of a callee-side channel on the basis of any one of the call terminal devices are input to a voice input part 11; a voice detecting part 12 uses the voice signal of the caller-side channel and the voice signal of the callee-side channel and detects the voice section and non-voice section at each channel; and a call section estimating part 13 uses the information of the voice sections and the non-voice sections of a plurality of channels detected and detects the call section.
