PROBLEM TO BE SOLVED: To provide a radio base station 100 and a receiving method in which communication in a stable reception state is maintained for a mobile station 10c requesting call origination to an emergency number and in the case that it is estimated beforehand to increase the call origination request, it is not necessary to perform carrier sensing in each of call origination requests. SOLUTION: In response to a request of call origination to the emergency number received from the mobile station 10c, the radio base station 100 cancels a diversity function to other mobile stations but operates the diversity function regarding the mobile station 10c. Furthermore, on the basis of congestion time information or disaster occurrence information, the radio base station 100 cancels the diversity function to the mobile stations.
