PROBLEM TO BE SOLVED: To make it possible to be connected to a desired communication party by specifying the communication party in a state that the identification data of the communication party is unclear. SOLUTION: A connection request transmitting part 125 transmits connection request data, and a connection request receiving part 235 receives the connection request data. A self-priority calculating part 221 calculates a self-priority on the basis of received signal strength measured by a received signal strength measuring part 222, and a response transmitting part 231 transmits response data including the calculated self-priority and identification information. A response receiving part 131 receives the response data, and when the priority is higher than a connection party priority stored by a connection party priority storing part 111, a connection party identification storing part 112 stores the identification information, and a connection party priority updating part 133 updates a connection party priority. A connection request retransmitting part 135 transmits connection request data including the updated connection party priority. A response transmitting part 231 transmits response data only when the self-priority is higher than the connection party priority.
