PROBLEM TO BE SOLVED: To provide a data communication system capable of providing an IP communication service at a low cost and with high reliability even outside the radio wave area of a mobile telephone, and a data communication method. SOLUTION: The data communication system is provided with: a line terminating device 6 which is arranged near a terminal 7 located in a dead zone X, converts serial data of an RS232C specification outputted from a terminal X into data of an IEEE802. 15. 4 specification to transmit them by short range radio, and also converts data of an IEEE802. 15. 4 specification received by the short range radio into serial data of an RS232C specification to input them to the terminal 7, and a gateway 5 which is arranged within a range where the gateway 5 can perform short range radio communication with the line terminating device 6, receives the data of an IEEE802. 15. 4 specification sent from the line terminating device 6 to convert them into serial data, transmitting them to a portable terminal 1 or PC 2 through a mobile communication center 4 by a radio communication method for portable telephone communication, and also receives a command sent from the portable terminal 1 or PC 2 through the mobile communication center 4 to convert it into data of an IEEE802. 15. 4 specification, and transmit them to the line terminating device 6.
