PROBLEM TO BE SOLVED: To start a single system terminal device and a double system terminal device surely and selectively, and to change the terminal device to the safety side without starting it by surely detecting an error when terminal number is set errorneously. SOLUTION: The first switch SW 41 and the third switch SW 51 of a terminal selecting section 4 are set to be the same, and the second switch SW 42 and the forth switch SW 52 are set to be the same. When the single system terminal device 2 is started up, a setting input signal of a positive logic is input in the first setting input circuit of each CPU 21, 31 of the single system terminal device 2 and the single system terminal system 3, and a setting input signal of a negative logic is input in the second setting input circuit of the CPUs 21, 31. When the double system terminal device 3 is started up, the setting input signal of the negative logic is input in the first setting input circuit of the CPUs 21, 31, and the setting input signal of the positive logic is input in the second setting input circuit of the CPUs 21, 31.
