PROBLEM TO BE SOLVED: To provide a means which enables the taste of rice to be improved by supplying mineral in an appropriate condition in the germination of seed rice, and supplying an appropriate mineral absorbing means. SOLUTION: V represents a vessel for charging the seed rice R1 and a predetermined amount of natural water; NW represents a sufficient amount of natural water to be charged for the seed rice R1; MW1 represents a colloidal mineral dissolved water in which colloidal mineral aqueous solution CMW is sufficiently dissolved in the natural water NW; T1 represents a tube which is connected to a circulation pump P so as to suck in the colloidal mineral dissolved water MW1; T2 represents a tube which is connected to the circulation pump P so as to discharge the colloidal mineral dissolved water MW1 brought into contact with air; H represents a heater control means which is equipped with a means for regulating the water temperature of the colloidal mineral dissolved water MW1 to a predetermined temperature; and H1 represents a heater which is connected to the heater control means H so as to heat the colloidal mineral dissolved water MW1.
