PROBLEM TO BE SOLVED: To provide a collective control apparatus capable of sensing the abnormalities of an insulation valve, even when closing arbitrary insulation valves disposed in a flow tube, by using remote operation. SOLUTION: The collective control apparatus 1 is connected to plural sets of flow rate measuring means (water meters 3a, 3b, ...) and the insulation valves Va, Vb, ... , which is openable by the remote operation. The collective control apparatus 1 comprises a control table 19 for storing information of the flow rate measuring means and information of the insulation valves set-by-set so as to associate them with another; a remote insulating means for issuing a remote closing command to the insulation valve designated by an input means (switch 17, or the like); a memory means for storing the information of the insulation valve, corresponding to the remote closing command into the control table 19; an inspection means which obtains the information of the flow rate measuring means corresponding to the insulation valve which is the stored object from the control table 19, and reads inspection values from the flow rate measuring means at each prescribed fixed period; an inspection value memory means for storing the inspection values read; and an increased amount calculating means for calculating the increased amount of the inspection value, increased for the period from the previous time to this time.
