PROBLEM TO BE SOLVED: To provide an apparatus and a method for producing carbon nanotubes, with which carbon nanotubes whose arrangement in products formed by arc discharge is satisfactorily maintained can be efficiently obtained. SOLUTION: The apparatus 1 for producing the carbon nanotubes includes a pair of electrodes 11, 12 which are arranged so as to face each other with a gap in a reaction vessel 3. At an upper part of the electrodes 11, 12, a recovery body 50 having a skeleton structure wherein two or more horizontal rods 51, 52, 53 extending in a horizontal direction are arranged at an interval in the vertical direction. Products containing carbon nanotubes formed of carbon evaporated from an anode 11 by arc discharge between the electrodes 11, 12 are caught (skimmed horizontally) on the way of ascending in the reaction vessel 3 by the recovery body 50 being rotated as occasion demands. Thereby, the carbon nanotubes can be captured by the recovery body 50 in a state that the arrangement of the carbon nanotubes in the products is satisfactorily maintained.
