PROBLEM TO BE SOLVED: To reduce the size of a work memory needed for simultaneous decoding processing of a plurality of compressed speech streams. SOLUTION: A speech decoding device is provided with: the work memory 105 in which a compressed speech stream to be decoded is read, a plurality of decoding processing units (first decoding processing unit 101, ...) and a plurality of output processing units (first processing unit 110, ...). So that one of the decoding processing unit uses the work memory 105 to perform decoding processing, a control unit 112 switches the start and stop of decoding processing of each decoding unit in order at a predetermined switching period and saves a compressed speech stream in the work memory 105 that the decoding processing unit to be stopped is referring to to outside a speech decoding device. When decoding processing of the decoding unit which is stopped is restarted, the compressed speech stream saved for the decoding processing unit whose decoding processing is to be restarted is read in the work memory 105 from the saving destination.
