PROBLEM TO BE SOLVED: To provide a shock absorbing device capable of satisfying both of reduction of working cost and uniform manufacturing of products. SOLUTION: This device is provided with; a cylinder 1; a bulkhead member 2 slidably inserted in the cylinder 1 and dividing an inside of the cylinder 1 into two working chambers R1, R2; passages 2a, 2b establishing communication between the two working chambers R1, R2; a housing 4 forming a pressure chamber R3; a free piston 9 slidably inserted in the housing 4, and dividing the pressure chamber R3 into one chamber 7 communicating to one working chamber R2 via one side channel 5 and another chamber 8 communicating to another working chamber R1 via another side channel 6; and a spring element 10 generating energizing force restricting displacement of the free piston 9 in relation to the pressure chamber R3.
