A method and an apparatus for monitoring vehicles are provided to quickly locate vehicles to be monitored by transmitting and receiving monitoring information to and from a monitoring server. An image information acquiring unit(14) takes an image of a vehicle. A vehicle number extractor(19) extracts a number of the vehicle. A position information receiver(15) receives latitudinal and longitudinal information from at least one of a GPS(Global Positioning System) receiver, a DMB(Digital Multimedia Broadcasting) position information receiver, and a mobile position information receiver. A monitoring site extractor(16) extracts a monitoring site from the latitudinal and longitudinal information. A monitoring time extractor(20) extracts a monitoring time. A monitoring information memory(17) stores the monitoring site, the monitoring time, the vehicle number, and additional image information as monitoring information. A data transceiver(18) transmits the monitoring information to the monitoring server. An input unit(12) receives an additional information input key and a control key. An output unit(13) includes a display unit and a printer. A controller(11) controls the inner components to transmit and receive the monitoring information in real-time. The controller receives past monitoring information corresponding to the vehicle.
