PROBLEM TO BE SOLVED: To provide a communication system, a terminal unit, and an on-vehicle unit for communicating between a terminal unit carried by a person and an on-vehicle unit mounted on a vehicle with an appropriate communication volume. SOLUTION: A communication system having each terminal unit carried by a person and an on-vehicle unit 10 mounted on a vehicle to make communication between each of the terminal units and the on-vehicle unit 10 calculates a degree of a collision risk between each of the terminal units and the vehicle; each of terminal units in an A group having a high degree of the collision risk directly communicates with the on-vehicle unit 10; each of terminal units in a B group having a middle degree of the collision risk communicates with the on-vehicle unit 10 via a representative terminal unit in the B group, and each of terminal units in a C group having a low degree of the collision risk communicates with the on-vehicle unit 10 via a representative terminal unit in the C group.
