PROBLEM TO BE SOLVED: To efficiently perform slot linking even though a time slot that has to select a modulation system having little information amount per symbol is included in time slots constituting a frame. SOLUTION: A communication quality measuring part 9 measures communication quality with a terminal device 2 per a plurality of time slots. A modulation system determining part 10b determines applicable modulation systems in each time slot on the basis of the communication quality. A slot allocating part 10c allocates a plurality of time slots to the terminal device while executing time slot linking and allocation, using modulation systems other than a modulation system having the least multi-value numbers among the modulation systems determined to be applicable.
