PROBLEM TO BE SOLVED: To make a base station inquire the channel statuses between relay stations and terminal stations, and efficiently use radio bands without substantially carrying out specification change for terminal stations at a time that the relay stations and terminal stations answer the inquiry. SOLUTION: The relay stations transfer a second message to other relay stations under the relay stations when the relay stations receive the second message transmitted from the base station for inquiring the channel statuses of the terminals for relay stations under the relay stations. Moreover, the relay stations refer a content of the second message, create a first message for inquiring the channel statuses of the terminals under the relay stations, and transmits the created first message to terminals under the relay stations. The relay stations receive a third message for reporting the channel status of the terminals transmitted from the terminals under the relay stations, collects one or more third messages, creates a fourth message for reporting the channel statuses of the one or more terminals, and transmit the created fourth message to the base station as a reply.
