PROBLEM TO BE SOLVED: To provide a feeding device for a long plate material and a manufacturing method of a long substrate for mounting electronic components, wherein long plate materials can be fed with high positioning accuracy while reducing facility costs. SOLUTION: In loading a long Cu foil 50 plate material wound around a winding core 51 on an air chuck 11, the front edge of a stopper bolt 122 is projected from a surface at the side facing a flange 13 on a clamping 12, resulting in a clearance d1 being present between the clamping 12 and the flange 13. A roll body of the Cu foil 50 is loaded with its one end face 50a in contact with a surface 13c on the side opposite to the clamping 12 on the flange 13. After motion of the Cu foil 50 in the width direction is restrained by the air chuck 11, the stopper bolt 122 is loosened in such a state, and a clearance between the clamping 12 and the flange 13 is removed to provide a clearance d2 between the end face 50a and the flange 13.
