PROBLEM TO BE SOLVED: To provide an accumulated waste heat utilization device capable of attaining relaxation of city warming by reduction of an installation area of a heat accumulation part for accumulating the waste heat and release of excessive waste heat to a place other than a living zone. SOLUTION: When the waste heat from an electric equipment body 11 is generated, a heating medium absorbs the waste heat by circulating the heating medium in an accumulation heat circulation passage 14 through the heating medium circulation device 15a, and heat exchange is performed in the ground 12. Thereby, the waste heat from the electric equipment body is accumulated in the ground 12. Further, by circulating the heating medium in a heat utilization circulation passage 17, the waste heat accumulated in the ground 12 is absorbed to the heating medium, and the heating medium becoming high temperature flows to a heat utilization device 16. Further, since a radiation cooling panel 18 is arranged in a radiation cooling circulation passage 19 installed near the accumulation heat circulation passage 14, when a control device 20 determines that the temperature of the heating medium flowing into a cooling device 13 becomes high temperature, the waste heat is released into atmosphere at the outside of the living zone as an electromagnetic wave through the radiation cooling panel 18.
