A sewage and wastewater treatment apparatus is provided to increase oxygen dissolving efficiency through the generation of micro-bubbles, form excrements or sediment into ultrafine particles through pulverization, and improve sewage and wastewater treatment efficiency by performing a longitudinal depth movement of the apparatus in a sewage and wastewater storage zone. A sewage and wastewater treatment apparatus comprises: a micro-bubble generating unit(30) comprising a body disposed in a sewage and wastewater storage zone(10) and a rotary blade(34) rotatably installed on the body to improve oxygen dissolving efficiency in the sewage and wastewater storage zone by generating micro-bubbles in sewage and wastewater; a longitudinal depth moving unit(50) linked to the micro-bubble generating unit such that a longitudinal depth movement of the micro-bubble generating unit is performed in the sewage and wastewater storage zone; and a horizontal moving unit(70) disposed in an upper part of the sewage and wastewater storage zone to move the micro-bubble generating unit horizontally. The apparatus further comprises an air aerating pipe(H1) connected to a lower side of the body of the micro-bubble generating unit adjacent to the rotary blade.
