<p><P>PROBLEM TO BE SOLVED: To efficiently forecast an image closer to an original image from the compressed image of a moving image. <P>SOLUTION: An encoder 31 updates a compressed image corresponding to the original image 11 at a compressed image updating section 46, and repeats a forecast coefficient group updating the forecast of the original image 11 from its compressed image at a forecast coefficient updating section 44 in accordance with a specified forecast structure, thus outputting an optimized forecast coefficient 51 and compressed image 52. The forecast structure forecasts a first original image from the compressed image corresponding to a first original image and a forecast image corresponding to a second image timewise forecasting the first forecast original image forecast according to its forecast structure utilizing specified forecast coefficients.
