A system for transmitting packet data between different networks is provided to connect a Wibro network and a WCDMA network, thereby realizing data connection between heterogeneous networks and supporting the mobility of a user, and providing a high-speed data transmission service in a wider area. A system for transmitting packet data between different networks includes a Wibro(Wireless Broadband) network(100) and a WCDMA(Wideband Code Division Multiple Access) network(150). The Wibro network includes a GGSN(Gateway General packet radio service Support Node) emulator and a radio AP(Access Point)(120). The GGSN emulator includes a packet data service node for performing a packet data transmission service and transmits packet data to the WCDMA network. The radio AP is connected to the GGSN emulator to provide a wireless Internet service to terminal on the Wibro network. The WCDMA network includes a broadcasting node(180), an RNC(Radio Network Controller)(190), and a GGSN(165). The broadcasting node receives the voice or data request of a mobile terminal and transmits the requests to a wireless node controller. The RNC receives a voice or data request message transmitted from the broadcasting node and transmits the received message to an SGSN(Serving General packet radio service Support Node)(160). The GGSN transmits the data transmitted from the SGSN to the GGSN emulator.
