<p>PROBLEM TO BE SOLVED: To execute trans-coding for converting first coding data expressing a moving image to second coding data by a small arithmetic quantity. SOLUTION: In the first coding data generated from a picture group consisting of plural frames expressing the moving image, coding data corresponding to a P1 frame and a P3 frame, e.g. in the picture group are thinned from the first coding data. Then, the first coding data generated by inter-frame predictive coding referring to these frames to be thinned is changed to the second coding data of contents referring to frames, which are not to be thinned, namely an I frame and a P2 frame in the picture group.</p> |
