An adjustable manhole or utility cover for covering a utility access opening on a roadway surface is provided. In particular, a device for adjusting the elevation of a manhole cover for flush mounting the manhole cover with the roadway surface is provided. The device can be used for reconstruction or new construction of a paved road where the asphalt is removed and replaced or laid down for the first time.
