A video encoding and reproducing method and apparatus are provided to offer a function for decoding an original video simply in a pixel area without a process of dequantization and IDCT. A frequency coefficient block is generated by performing the DCT(Discrete Cosine Transform) of a residual image block by using intra prediction and motion prediction. The generated frequency coefficient block is quantized to calculate the quantized frequency coefficient block. The quantized frequency coefficient block is dequantized to calculate a decoded frequency coefficient block. The IDCT(Inverse Discrete Cosine Transform) of the decoded frequency coefficient block is performed to calculate a decoded pixel area block. The entropy encoding of the decoded pixel area block is performed to generate a compression bit stream with intra prediction and motion prediction.
