An airbag apparatus having a controlled expansion behavior is provided to protect infants from secondary damage by properly adjusting expansion pressure of a cushion unit. An airbag apparatus having a controlled expansion behavior comprises a diffuser(12), an expansion pressure adjustment member(14), and a guide member(18). The diffuser is formed with a gas discharge hole(12a) and an air discharge hole and is provided with an inflator(11). The expansion pressure adjustment member is movable relative to the diffuser. The expansion pressure adjustment member has an opening communicated with the gas discharge hole. The guide member is installed in the expansion pressure adjustment member to guide the deployment direction of a cushion member(16).
