PROBLEM TO BE SOLVED: To provide a communication terminal device capable of surely transmitting information by efficiently reducing a communication traffic volume on the basis of a traveling speed or the usage rate of a communication channel. SOLUTION: The communication terminal device is provided with a vehicle speed detecting part 13 for detecting a traveling speed, a transmission power determining part 14 for determining transmission power on the basis of the traveling speed detected by the vehicle speed detecting part 13, and a communication processing part 12 for transmitting a packet in each prescribed period by the transmission power determined by the transmission power determining part 14.
