PROBLEM TO BE SOLVED: To suitably increase an exhaust temperature during a start-up period to early activate a catalyst in a control system for an internal combustion engine having a variable compression ratio mechanism. SOLUTION: A compression ratio of the internal combustion engine is lowered to a compression ratio lower than a defined value when inertial energy of the internal combustion engine is higher than a predetermined value during the start-up period of the internal combustion engine, to increase the exhaust temperature while suppressing significant reduction in torque or excessive reduction in engine revolution number. According to the invention, the catalyst arranged to the exhaust passage of the internal combustion engine receives the exhaust heat and is activated early.
