PROBLEM TO BE SOLVED: To provide a method of manufacturing an electrolytic capacitor capable of outwardly releasing air that stays undischarged between a jacket casing and a sleeve of an electrolytic capacitor and in addition, reducing an expansion wrinkle on the sleeve surface. SOLUTION: In a method of manufacturing an electrolytic capacitor, in which the electrolytic capacitor is produced by cladding an insulating sleeve 11 by means of thermal contraction onto a cylindrical jacket casing 2 having a bottom and formed to have a drawn groove 5, the sleeve 11 is clad onto the jacket casing 2 by: (1) forming at least one air hole 10 in the sleeve, the air hole having a diameter of 0.01 to 1.0 mm, or of a shape having an area equivalent to the area of the hole in the sleeve 11; (2) cladding the sleeve 11, in which the air hole 10 is formed, on the jacket casing 2; and (3) thermally contracting the sleeve 11 which is clad on the jacket casing 2.
