PROBLEM TO BE SOLVED: To provide a binding implement capable of substantially steplessly adjusting the length of effective portions of binding feet and a file using the binding implement. SOLUTION: The binding implement 15 attached to the file 1 using the binding holes 21 of the file 1 has the binding feet 31 inserted in the binding holes 21 of the file 1 and binding foot fixing member 32 as an effective length adjusting means for substantially steplessly adjusting the length of the effective portions 31c of the binding feet 31. First anchoring portions anchored to the file 1 and second anchoring portions anchored to a large number of anchoring pieces arranged in the longitudinal direction of the binding feet 31 are arranged in the binding feet fixing means 32.
