<p><P>PROBLEM TO BE SOLVED: To provide a flaky compound which can be manufactured by a simple and convenient operation and at a low price, and which is useful for a conductive membrane. <P>SOLUTION: This is the flaky compound having a conductive layer composed of M (here, M is at least one kind of metal element) and O. This is the flaky compound in which M is an element containing at least one kind of transition metal element showing a mixed atomic valency. This is the flaky compound in which M is the element containing Ti showing trivalence or quadrivalence. This is the flaky compound in which the conductive layer is composed of Ti and the metal element M<SP>1</SP>(here, M<SP>1</SP>is one kind or more of an element selected from a group consisting of Nb, Ta, Mo, W, and Ru), and O, and in which the molar ratio of M<SP>1</SP>/Ti is a value within a range more than 0, and 1 or less. This is the flaky compound in which the conductive layer is composed of oxygen-deficient TiO<SB>2</SB>.
