PROBLEM TO BE SOLVED: To provide a method for simulating a drug delivery system, which simply examines the effect of a medicine useful in a drug delivery system, a simulation apparatus and a simulation program. SOLUTION: The method for simulating a drug delivery system comprises a step (S106) for calculating the rate of a medicine in a plasma layer of blood based on a numerical expression in which force applied to a medicine in the plasma layer of blood is modeled, a step (S108) for calculating the expected value of the amount of medicine introduced into cancer cells based on the suction ratio of cancer cells taking an enhanced permeability and retention effect in a medicine rate into consideration and the amount of a medicine existing in a plasma layer and a step (S110) for calculating an arrival probability in which a medicine arrives at cancer cells based on the expected value of the amount of a medicine introduced into cancer cells and the dose of a medicine. The calculations may be carried out for each value of changed fixed parameters. The value of fixed parameter for maximizing the arrival probability may be determined among the arrival probabilities calculated for each value of changed fixed parameters.
