PROBLEM TO BE SOLVED: To provide a rotating electric machine which can obtain a high torque characteristic in a low speed rotational region and a high output power generation characteristic in a high-speed rotational region and also provide a vehicle for loading the rotating electric machine. SOLUTION: A rotor in which field magnets having different polarities are alternately disposed in the rotational direction is divided into two sections in the axial direction, the position of one section of the rotor divided into two sections in the relative axial direction with respect to the other rotor section is changed depending on the torque direction of the rotor or the phase of combined magnetic poles of the field magnet is changed for the other magnetic pole of the rotor divided to two sections depending on the torque direction of the rotor.
