A desk type multi-tap controller is provided to block standby power, to reduce invalid power efficiently, and to prevent a surging voltage due to thunder or the falling of a thunderbolt from being introduced in a device through a telephone or internet line. A power-factor improving unit(102) blocks standby power of an office or image device and improves power-factor to suppress invalid power. An EMI filter(104) suppresses frequency noise component and internally frequency noise component. A zero potential detector(106) discriminates a zero point of a voltage input from the EMI filter. An auxiliary power supply supplies power to a controller(112) and all structural elements using power from the EMI filter. A current sensor(110) senses a consumption current of power output to an output tap side and transfers a signal converted to a voltage to a controller. A sensor and power on switch(114) judges whether there is a user around a device and transfers a judged result to the controller, and senses an abnormal operation of a senor. The controller calculates the sensed signal from the sensor and power on switch and a current amount sensed by the current sensor to on/off a system. A power blocking unit supplies or blocks power from the controller to operate an external device. A display unit(118) display a current device state to a user.
