<P>PROBLEM TO BE SOLVED: To provide a developing device designed so that foreign matter such as toner agglomerate formed in developer or paper powder contaminated in toner returned to a developing device from a cleaning device is prevented from blocking a space between a developer carrier and a developer regulating means, thereby preventing such a fault that a streak is formed in a toner image, caused by such foreign matter. <P>SOLUTION: The two-component developing device of an image forming apparatus regulates developer on a developer carrier by using a nonmagnetic regulating member, and develops a latent image on the image carrier by attaching the regulated developer.
