<P>PROBLEM TO BE SOLVED: To perform improvement so as to attain safety in system with as little redundant means as possible. <P>SOLUTION: A switching device has a first register for collecting control data from an external controlling means, a second register for controlling the same control data from the external controlling means, a third register for transmitting data to a load to be controlled, a transmitting device for transmitting the data from the second register to the third register, a first logic comparison circuit for comparing the contents of the second register with those of the third register, and a second logic comparison circuit for comparing the contents of the first register with those of the second register. The first logic comparison circuit transmits an interrupting signal or a control signal to the external controlling device when it has two different contents.
