PROBLEM TO BE SOLVED: To provide: an ozone stabilizer which can improve the stability of ozone in water and suppresses the transpiration of ozone even during storage or transportation; an ozone stabilizing aqueous solution containing the same; and a method for producing the solution. SOLUTION: The ozone stabilizer is characterized by containing a quaternary ammonium salt-type surfactant expressed by general formula (1), wherein R<SP>1</SP>is an alkyl group, an alkenyl group, a hydroxyalkyl group or an alkyl group divided by at least one kind selected from the group comprising an ester group, amide group and ether group and containing the dividing group; R<SP>2</SP>is an alkyl group or an alkenyl group; and X is CH<SB>3</SB>SO<SB>4</SB>, C<SB>2</SB>H<SB>5</SB>SO<SB>4</SB>, CH<SB>3</SB>COO, C<SB>2</SB>H<SB>5</SB>COO, OH or halogen.
