PROBLEM TO BE SOLVED: To provide a vehicle number specification device, a vehicle number specification system, a computer program, and a vehicle number specification method, capable of specifying a vehicle number based on the vehicle's point of passage and time of passage. SOLUTION: A center device 40 acquires an object vehicle's point of passage P and time of passage, and selects an identification number of the vehicle that has passed the point of passage P at the time that coincides with the time when the object vehicle has passed the point of passage P based on the running trajectory data collected. Based on the running trajectory of the selected identification number, the center device 40 specifies the time of arrival at a predetermined imaging point A1, and based on the image taken at the specified imaging time, specifies the vehicle number.
