PROBLEM TO BE SOLVED: To provide a liquid developer that is environmentally friendly, is capable of fixing toner particles on a recording medium at a low temperature at high speed and capable of firmly fixing the toner particles on the recording medium, and to provide an image forming apparatus using the above liquid developer. SOLUTION: The liquid developer contains toner particles essentially comprising a resin material, the particles dispersed in an insulating liquid, characterized in that: the insulating liquid contains a fatty acid monoester, an aliphatic hydrocarbon liquid and/or silicone oil; and the resin material has a glass transition temperature Tg of 15 to 70°C and a softening temperature Tf of 80 to 140°C. It is preferable that the content X [wt.%] of the fatty acid monoester and the content Z [wt.%] of the aliphatic hydrocarbon liquid and silicone oil in the insulating liquid satisfy the relation of 0.1≤X/Z≤1.0.
