<p><P>PROBLEM TO BE SOLVED: To provide a transfer slip issuance system in which management cost is small and accounting by packet communication does not occur. <P>SOLUTION: A mobile terminal 1A receives data broadcast from a broadcast station 2 at a data broadcast receiving part 11, analyzes the data at an information analysis part 12, and determines whether or not there is an abnormality in the operation information. If there is an abnormality in the operation information like service suspension of or delay in the transportation, the information analysis part 12 stores all the information in an operation information part 14. A control part 18 acquires commuter ticket information 22 from a storage part 16, collates the received suspension section stored in the operation information part 14 with the commuter ticket section in the commuter ticket information 22, and determines whether or not the holder of the mobile terminal 1A is the person to be transferred. If the holder is the person to be transferred, the control part 18 verifies the user and decides to issue a transfer slip.
