PROBLEM TO BE SOLVED: To actualize one or more of high capacitance, little electrode expansion, and excellent long time stability in an electric double layer capacitor using a non-porous carbon material for an electrode. SOLUTION: According to the preferred embodiment, when an electrode material for an electric double layer capacitor is manufactured, an alkali activation process for mixing calcined coke obtained from the calcination of petroleum needle coke with an alkali chemical the weight of which is 2.5 to 4 times as large as that of the coke and calcinating the coke and a post calcination process for cleaning/drying the calcinated coke after the alkali activation process and calcinating the calcinated coke under an inert atmosphere at 500 to 1,000°C for 2 to 4 hours are prepared. An organic solvent system electrolyte in which tetrafluoroboric acid spiro(1,1')-bipyrrolidinium and boric acid are dissolved in an aprotic solvent is optimum as an electrolyte which is combined with an electrode manufactured by use of the electrode material.
