PROBLEM TO BE SOLVED: To provide a high-productivity organic EL panel with a laminated structure and a method of manufacturing the organic EL panel capable of tightly bonding laminated surfaces, using flexible resin substrates, and available for a roll-to-roll printing method which is easy to be handled and expected to achieve high productivity, and to provide an illumination or a display device using the organic EL panel. SOLUTION: The method of manufacturing organic electroluminescent panels comprising steps of oppositely disposing a first substrate having an anode on it and a second substrate having a cathode on it with their electrode surfaces faced to each other and placing an organic layer between the electrodes, wherein a layer constituting a laminated surface of at least one of the substrates is bonded after heated at its Tg temperature (glass transition temperature) or lower.
