PROBLEM TO BE SOLVED: To provide a function, which can be provided to a user, to the user regardless of the version of software installed on respective devices constituting multiple software systems. SOLUTION: A control device 2 and a controlled device 3 configuring a plurality of software systems 1 are provided with function ID storage parts 22 and 32 for registering the function ID of functions whose achievement is contributed to by software 21 and 31 loaded on the control device 2 and the controlled device 3. A function list acquisition part 23 acquires a function list in which the group of function ID registered in the function ID storage part 32 is described from the controlled device 3, and a providable function decision part 24 decides the function which can be provided to a user 4 based on the content of the function ID storage part 22 and the content of the function list, and a function providing part 25 provides the function decided to be providable by the providable function decision part 24 to a user 4 by using a GUI or the like.
