PROBLEM TO BE SOLVED: To provide a boundary film scraping heat exchanger for conducting heat exchange between a heat medium and fluid. SOLUTION: This boundary film scraping heat exchanger includes: a cylindrical heat transfer element 6 formed of material having favorable thermal conductivity; a rotary driving means for rotatively driving the heat transfer element; an inner fixed blade 9 disposed in the heat transfer element to approach or slide to an inner peripheral surface of the heat transfer element to scrape the boundary film; and an outer fixed blade 5 to approach or slide to an outer peripheral surface of the heat transfer element to scrape the boundary film, wherein heat exchange is conducted between fluids different in temperature, which are fed to the inside and the outside of the heat transfer element through the heat transfer element.
