PROBLEM TO BE SOLVED: To provide a method capable of efficiently manufacturing a film-like optical waveguide which has flame-retardant covering layers on the whole outer circumferential surface (upper surface, lower surface and side surfaces, excluding a surface where a core part is exposed) with a simple manufacturing means. SOLUTION: The method of manufacturing the film-like optical waveguide which has an optical waveguide main body including a clad layer and a core part, and the covering layers formed on the whole region of the outer surface of the clad layer excluding the surface where the core part is exposed comprises a step of stacking resin films for forming a pair of covering layers on the upper surface and the lower surface of a plurality of optical waveguide main bodies such that the resin films are abutted in voids between mutual optical waveguide main bodies so as to form stacked parts, while the plurality of optical waveguide main bodies are arranged side by side with a proper spacing so as to form voids between mutual optical waveguide main bodies.
