Disclosed is a compound represented by the formula (1) below having a str ong Rho kinase inhibitory activity, a salt thereof or a derivative of any of them as a prodrug. (In the formula (1) below, A represents a nitrogen-conta ining saturated ring; m represents a number of 0-2; n represents a number of 1-4; G1 represents a hydrogen atom, a chlorine atom, a hydroxy group, an al koxy group or an amino group; G2 represents a halogen atom, a hydroxy group, a cyano group, a carboxy group, an alkyl group, an alkenyl group or the lik e; G3 represents a hydrogen atom, a halogen atom, a hydroxy group, a cyano g roup, a carboxy group, an alkyl group, an alkenyl group or the like; Y repre sents a single bond or -C(R3)(R4)- (wherein R3 and R4 represent a hydrogen a tom or alkyl group, or alternatively they combine together to form a saturat ed hydrocarbon ring group); G4 represents a hydroxy group (provided that Y i s a single bond) or -N(R1)(R2) (wherein R1 and R2 represent a hydrogen atom, an alkyl group, an aralkyl group, an alkenyl group or the like; and G5 repr esents a substituent at a carbon atom constituting the ring A, which is spec ifically a hydrogen atom, a fluorine atom or an alkyl group.)
