PROBLEM TO BE SOLVED: To provide a cutter for removing a projection on a painted surface, which is capable of preventing a cutting edge from cutting into the painted surface and achieving excellent sliding property between the cutter and the painted surface without requiring high machining techniques. SOLUTION: The cutter includes the cutting edge 3 formed at a crossing ridge line part 6 between a cutting face 4 and a flank 5 at least at one end of a cutter body 2. The cutter is supported at a prescribed attitude to the painted surface 8 with the part including the cutting edge 3 in contact with the painted surface 8. In this supported state, the cutter for removing the projection on the painted surface moves along the painted surface 8 and cuts off the projection 9 on the painted surface 8. The cutter has a minute flat part 30 on the flank 5. The plane part 30 is parallel to a support plane (a virtual support plane 18) simulated at the prescribed attitude, and is to be brought into contact with the virtual support plane 18 at the prescribed posture.
