PROBLEM TO BE SOLVED: To prevent molding distortion such as a drop on the outer surface of a turning base end area by eliminating the concentration of thick structures constituting a moderation structure in the turning base end area of a handle. SOLUTION: The moderation structure is provided between a handle connection part 2 of a body case 1 and one handle case 3a constituting the handle 3. The moderation structure is composed of a moderation ring 23 housed in a moderation recess 22 of the handle connection part 2; first engagement bodies 24 provided at two locations on the outer peripheral surface of the moderation ring 23; second engagement bodies 25 provided at four locations on the inner surface of the moderation recess 22; and a first connection part 26 and a second connection part 27 provided in the moderation ring 23 and the handle case 3a, etc. When the moderation ring 23 turns together with the handle case 3a, the first engagement bodies 24 climb over the second engagement bodies 25 while elastically deforming the moderation ring 23 inward from the ring, so that the handle 3 can be located and held at the use position or at the folded position.
