The ultra-violet (UV) radiation system has a fluorescence measuring instrument arranged at a point of a process before a disinfection process. The fluorescence measuring instrument is designed to stimulate an excitation spectrum peak wavelength or fluorescence spectrum peak wavelength to be measured. An UV-radiation level control device is designed to provide UV-radiation levels based on the excitation spectrum peak wavelength or fluorescence spectrum peak wavelength received by the fluorescence measuring instrument. An independent claim is also included for a water quality control instrument for monitoring the quality of the water to be monitored.
