PROBLEM TO BE SOLVED: To provide an agitation mixer which has a wide range of a treatment flow rate and to which a scale is hard to adhere, and to provide a flocculation reaction apparatus equipped with it. SOLUTION: The agitation mixer 10 has an elastic packing 8, at the central part of which a hole 8a for passing water is formed on the way of a transportation piping 4 for pumping water with added chemicals. Also, the flocculation reaction apparatus has the agitation mixer arranged on the way of the transportation piping for pumping water to which an inorganic flocculation agent is added, and a flocculation reaction tank, arranged at the lower flow side of the agitation mixer and having an agitator inside, wherein the agitation mixer consists of the agitation mixer 10.
