<p><P>PROBLEM TO BE SOLVED: To surely determine failure of a cooling device of a battery without having any influence of control for restricting an output of the battery. <P>SOLUTION: A failure determination device for a cooling device comprises a cooling fan 4 for cooling the battery 1, temperature sensors 2a and 2b for detecting the temperature of the battery 1, and a battery controller 3 for controlling an operation of the cooling fan 4. The battery controller 3 determines failure of the cooling fan 4 on the basis of the temperature Tb1 of the battery 1 detected by the temperature sensors 2a and 2b when the cooling fan 4 is operated and the temperature Tb2 of the battery detected by the temperature sensors 2a and 2b when the control for stopping the operation of the cooling fan 4 is performed.
